Required Young Drivers Safety Seminar

Dear Class of 2025:

One of the many privileges awarded to seniors is the ability to park a vehicle on campus throughout the school year. All students who intend to apply for parking permits are required to view and respond to the “Young Driver’s Safety Seminar.” The safety seminar will be online, where students will have to join via Google classroom. The code to join will be ozcm5g4, this code must be used to view the seminar. You will receive an invitation to join the Google classroom. The seminar will be available beginning June 3, 2024, at 9:00am. Upon completing the seminar and exit ticket, you must hit SUBMIT to receive credit.

Please note that students do not need to currently possess a license to attend the Young Drivers Safety Seminar. Students who do not attend will not be eligible to apply for a parking permit during their senior year.

Information regarding parking regulations and application procedures will be emailed to students and parents in July. It is essential that the regulations and instructions are read thoroughly prior to applying for parking privileges. Please note, parking applications will be completed online. The date the applications will be emailed to students will be included in the regulations packet.

Student Parking Rules and Regulations 2024-2025

The following rules must be followed in order to keep a parking paermit at MWHS:

1. Student parking is not permitted at the Central Valley Elementary School, Monroe-Woodbury Middle School, on Dunderberg Road, in the community pond parking lots, the Visitor parking lot or the Staff parking lots.

2. All parked cars must be between the lines and must be clear of all exits and emergency vehicle lanes. Parking is not permitted along curbs. Illegally parked vehicles are subject to tow at the owner’s expense.

3. No reckless driving or speeding is permitted. The speed limit is 5 mph on school grounds.

4. Students must adhere to all New York State and local traffic laws. Students are subject to all New York State and local penalties enforced by state or local law enforcement agencies.

5. The vehicle will be used to drive to school for classes and to return home at dismissal.

6. The vehicle will NOT be used to leave school during the day, except in an emergency and with the permission of the administration and a parent/guardian.

7. The vehicle must be locked at all times and will not be used by the student or their friends to sit in, repair or for other reasons.

8. No vehicle may be left on school property overnight unless there is an emergency and the student receives the prior written permission of an administrator.

9. All vehicles parked in school facilities must be registered with the House D office and MUST have a valid permit. This permit must be displayed on the windshield. Failure to do so may be deemed trespassing. Any vehicles without a sticker displayed on the front windshield (passenger side corner) are subject to being towed from campus at the owner’s expense.

10. Only the student to whom the sticker is issued may use the sticker. Furthermore, only the student to whom a parking space is assigned may park in that space. Any student found to be in possession of another student’s sticker or in another student’s assigned space will forfeit future parking privileges; as will the student who gave it.

11. Parking permits will be rescinded from any student who takes another student off of school grounds during the school day.

12. All policies and the Code of Conduct regarding use of School District property apply to a vehicle parked on school property (including but not limited to no possession or use of alcohol, illegal or other drugs, tobacco products, smoking, vaping, etc. on school property).

13. The senior student, once approved for parking, will be assigned a parking space on a first-come, first-serve basis and this space once assigned cannot be modified without forfeiture of the parking space. Students may indicate a parking lot preference but it is not a guarantee that they will be assigned their lot preference due to the limited number of spaces.

14. The senior student is not at liberty to share or transfer this parking space to anyone else. The student may only park in their designated space in their designated parking lot and may not park in any other lot, regardless of student or faculty.

15. If the senior student should no longer have a vehicle and cannot fulfill the parking requirements, the student will notify the House D Office immediately so the space can be assigned and utilized by another senior.

16. If the senior student should have a (permanent or temporary) change in vehicle, the student will notify the House D Office immediately and will provide the new vehicle’s information, valid insurance and registration for documentation. Permits may not be changed to a second vehicle without prior administrative notification and approval.

17. Any vehicle parked on campus that is not registered with the House D office or is not in areas designated for student parking will be subject to being towed off of school grounds at the expense of the vehicle’s owner. This statement serves as a warning notice prior to a vehicle being towed.

18. The student parks on school property at their own risk. The School District and M.W.H.S. will not be liable for any damage to the vehicle being towed by the School District or otherwise taken from the property by a third party.

19. All non-eligible students who park on campus at any time while a student at Monroe-Woodbury High School are subject to towing and to the loss of eligibility for future parking permits. Underclassmen who park on campus will not be eligible for parking privileges their senior year.

20. Violation of any of these rules may constitute a loss of parking or disciplinary action as deemed necessary and appropriate by the Administration.

Parking privileges will be revoked for failure to follow the above rules as indicated below:

Please note that these will apply to all parties involved.

1. 1st Violation - Warning with a call home by the House AP of the student.

2. 2nd Violation - Suspension of parking for 2 weeks and possible towing of the vehicle.

3. 3rd Violation - Revoking of parking privileges for up to one year and towing of the vehicle from school grounds.

Senior Parking Eligibility

To be eligible and to maintain a permit, you must:

1. Be a current senior (class of 2025) with no prior parking infractions, as of 2024-2025 school year.

2. Have a valid driver’s license. Students without a valid license may not apply until they are given their license. Temporary licenses are acceptable in conjunction with a valid driver’s permit.

3. Own a car or have access to the family car (will require agreement from the registered owner of the vehicle, if the owner is any other than the student).

4. Maintain their academic, attendance, citizenship, and disciplinary standing for eligibility

5. Be able to utilize the parking space for at least 3 days per week.

Academic Eligibility

Student grades will be reviewed every 5 weeks. Any student who is failing two or more courses will be placed on parking probation (warning). At the next review period, students who are still failing two or more courses will be deemed ineligible and will have their parking rescinded immediately.

**Students who meet academic eligibility criteria by the next review period may re-apply for parking privileges. If a waitlist exists, students will have their names placed on the list in the order it was received.

Attendance Eligibility

All Day Attendance: Students with 3 or more unexcused absences in a single marking period will have their parking privileges rescinded.

Course Attendance: Students with 3 or more unexcused absences in a course during a single marking period will have their parking privileges rescinded.

Tardiness: Students with 3 or more unexcused tardies to school or to a course during a single marking period will have their parking privileges rescinded.

**Students who meet attendance eligibility criteria by the next review period may re-apply for parking privileges. If a waitlist exists, students will have their names placed on the list in the order that it was received. **Please note, all attendance eligibility requirements also apply to scheduled study halls.

Citizenship Criteria

Students must follow all campus parking regulations.  Students who violate the Monroe-Woodbury High School parking regulations are subject to the permanent revocation of their parking permit.  See the “Student Parking Rules and Regulations” for more details.

Suspensions

Students must exhibit appropriate conduct as outlined in the Student Handbook.  Students who have been assigned in-school suspension for three (3) or more days, or on two (2) separate occasions within a marking period will lose their parking privilege.  Students who have been assigned out-of-school suspension for any reason will lose their parking privilege. 
Students who have accumulated three (3) or more referrals within a ten (10) week period will also
lose their parking privilege.  Students must speak with their House Administrator for any possible reinstatement of parking privileges.
Students who have been suspended for use, possession, or sale of drugs or alcohol or who otherwise break the law, or who have been suspended for gross insubordination while a Monroe-Woodbury High School student will have their parking privileges suspended indefinitely.
**All academic, attendance, and citizenship criteria must be met in the 4th quarter of the year preceding the student’s application.  Any student not meeting this criteria will not be eligible for parking privileges at that time.

Application Process

Seniors who would like to apply for a parking permit along with their parents/guardians, are required to read the regulations and sign the agreement in order for students to be approved for parking.

The following information is required for a completed application:

  • Completed online application through Google forms, including the following:

  • A copy of valid driver’s license – Not a Learner’s Permit

  • A copy of valid vehicle registration - Not a copy of a license plate

  • A copy of valid vehicle insurance card

  • A signed parental agreement form

  • A secondary vehicle form if utilizing a secondary vehicle

  • Must have viewed and completed the Young Driver’s Safety Seminar course and submitted an Exit Ticket (*Please note that students do not have to currently possess a license to take the seminar).

All of the above documentation must be approved by the House D office. If you do not hear back about your application, please assume everything has been approved.

An email will be sent out to students to come to the school between August 12 - 14, 2024; and Tuesday, August 20 between 8:30 and 12:30 to receive your permit.

For August permit pick up, please bring:

1. Your vehicle documentation including driver’s license or temporary license & permit

2. Signed parental agreement

3. Secondary Vehicle Form (if applicable)

Permits will only be distributed to students or a parent. Siblings, or friends, are not allowed to pick up permits for someone else.

NOTE: Applications will be accepted throughout the school year and will be placed on a waitlist in the order in which they are received.

(All seniors who finish applications after August 20th can come to the House D office, with appropriate documents, starting on September 4th, 2024, to receive your permit. Seniors may not park until they have a parking permit and have submitted a complete application with all necessary paperwork.)

Please ensure all documentation is valid and completed in entirety in order to ensure you receive your parking permit and parking space in a timely manner.

Towing Information

Situations that constitute towing in accordance with the Parking Regulations as outline above include the following:

  1. Any vehicle parked on campus that is not registered with the House D office or is not in areas designated for student parking will be subject to being towed off of school grounds at the expense of the vehicle’s owner. 

  2. All vehicles parked in school facilities must be registered with the House D office and MUST have a valid permit. This permit must be displayed on the windshield. Failure to do so may be deemed trespassing. Any vehicles without a sticker displayed on the windshield are subject to being towed from campus at the owner’s expense.

  3. All parked cars must be between the lines and must be clear of all exits and emergency vehicle lanes.  Parking is not permitted along curbs. Any and all illegally parked vehicles are subject to tow at the owner’s expense.

  4. All other situations where towing is deemed necessary by administration.

The School District and MWHS will not be liable for any damage to the vehicle being towed by the School District or otherwise taken from the property by a third party.
